A powerful terrorist named Rostov is planning an assault on the U.S.A. that will drive the country into anarchy. His preparations have left a trail of dead people but the CIA aren't able to find him, so they contact a former operative who knows how Rostov works, the legendary Matt Hunter. (Norris, of course.) Hunter has retired to Florida, content to wrestle gators and eat BBQ, not wanting to get involved with a lifestyle of violence again. Hunter changes his mind after Rostov destroys his home in an attempt to kill him, and goes on a mission to stop Rostov with or without help from the law.
The start is pretty slow, but the action revs up when it comes time for the invasion to begin. 5000 terrorists (seemingly of every nationality you can think of) covertly arrive by boat in America, and spread across the country under Rostov's command. They spread wanton violence everywhere they go! Destroying entire neighbourhoods and small towns with rocket launchers!
There's a reporter lady tracking the violence, but she just shows-up once and awhile to yell. She adds nothing to the story, which is an impressive feat because there's barely any story here to begin with! Hunter and Rostov have met in the past, and both fear what the other man is capable of, which gives Rostov some good moments to express fanatic rage. Richard Lynch does his best to give the villain some depth, despite having very little to work with, but the same cannot be said for Chuck Norris as the hero. He is pretty dull here and doesn't even display any of the charismatic punching and kicking that made him famous! He just walks on screen, shoots people, then walks off screen. To be fair, there are still some funny moments as he takes down goons on his search for Rostov, but Norris has given much better performances in other movies.
With a large budget to spend there's lots of explosions, car chases and violence, but there's also dull spots that outline the complete lack of plot and poor pacing. When I said mindless action, that's exactly what I meant. Definitely fun, but not something I consider an essential Chuck Norris movie.
